Introduction
When people read Australian UFO files held in Canberra’s Defence archives, the statistic that attracts the most attention is usually the small number of cases labelled “unknown”. It is easy to assume that “unknown” meant the Royal Australian Air Force (RAAF) had found evidence of an extraordinary craft. The records tell a more cautious story.
The RAAF’s own summaries show that the overwhelming majority of reports received between 1960 and 1971 were explained through ordinary causes such as aircraft, astronomical objects, balloons, satellites, meteors and other identifiable phenomena. A small remainder either lacked enough information for a firm conclusion or could not be confidently matched to a known cause. The 1960 to 1971 report numbers
One of the most frequently quoted RAAF statistical summaries covered reports received between 23 January 1960 and 26 May 1971. According to Department of Air material prepared in Canberra, the RAAF received 572 UFO reports during that period. The same summary stated that:
- 93 per cent were explainable by existing scientific knowledge.
- 6 per cent contained insufficient information for proper analysis and evaluation.

The figures appeared in multiple official documents and briefing papers associated with the Directorate of Air Force Intelligence. The RAAF’s statistics only make sense when the three categories are separated.
Explained reports
The largest category consisted of reports that investigators believed could be matched to known phenomena. Contemporary RAAF guidance and archival material repeatedly refer to aircraft, weather balloons, meteors, satellites, planets, stars and atmospheric effects as common explanations. The aim was not necessarily to prove an explanation beyond all doubt, but to determine whether a reasonable and evidence-based identification existed. This reflected the practical concerns of the Cold War era. Defence officials wanted to know whether a report represented a threat to Australian security, aviation safety or military operations. Insufficient-information reports
The 6 per cent category is often overlooked but is crucial. These were reports that did not provide enough information for a reliable assessment. Witnesses might have reported the event long after it occurred, failed to provide key details, observed the object only briefly, or supplied descriptions too vague for meaningful analysis. Importantly, these cases were not counted as “unknown”. They occupied a separate category because investigators considered the evidence inadequate rather than mysterious. A poor-quality report could remain unresolved simply because there was too little information to work with. Unknown-cause reports
The final category comprised about 1 per cent of the total. These were reports that survived the basic elimination process and still lacked a satisfactory explanation. The label “unknown cause” therefore represented a very small residue after investigators had removed reports they believed were explainable and reports that lacked sufficient evidence.
Why unknown did not mean confirmed craft
The most common misunderstanding of the RAAF statistics is the idea that “unknown” meant the Air Force had verified an extraordinary object.
The archival wording does not support that interpretation. The classification simply indicated that investigators could not confidently attribute the report to a known cause. There are several reasons why a report might remain in that category:
- Witness observations may have been genuine but incomplete.
- Important corroborating evidence may have been unavailable.
- Multiple possible explanations may have existed without any single one being decisive.
- Investigators may have lacked sufficient technical data to choose between competing explanations.
- Some observations may have involved unusual combinations of atmospheric, astronomical or human-made effects that could not be reconstructed later. This distinction mirrors a broader pattern seen in official UFO investigations internationally. The RAAF’s investigative process was designed as a filtering mechanism. Reports entered the system, were checked against known explanations, and were then assigned to categories reflecting the quality of the available evidence. The resulting statistics show an organisation trying to sort aerial reports by evidential strength rather than build a catalogue of mysteries. The small “unknown” category therefore marks the limits of what investigators believed they could explain, not evidence that they had identified non-human technology.
