These explanations are directly relevant to Victoria. The state’s most famous UFO stories frequently involve the same categories. Debates over the Westall incident, for example, have long included balloon-based explanations. Other Victorian reports have been linked to bright planets, aircraft or atmospheric conditions. That conclusion is often interpreted incorrectly. A report classified as “unknown” or “unexplained” did not mean investigators believed it involved extraterrestrial craft. It simply meant that available evidence was insufficient to support a confident identification.
There are several reasons why a case could remain unresolved:
- Witness statements may have been incomplete or contradictory.
- Exact times and locations might not have been recorded accurately.
- Weather, aviation or astronomical data could be missing.

What the unresolved residue actually tells us
The existence of unresolved reports is still historically important. A small unexplained category shows that not every sighting can be reconstructed perfectly after the fact.
However, the unresolved residue tells us more about the limits of evidence than about the nature of the objects themselves.
A useful comparison is an unsolved historical crime. The fact that a case remains unsolved does not automatically validate any particular theory. It means that available evidence is inadequate to reach a secure conclusion. UFO reports work in much the same way.
This perspective helps explain why researchers can disagree about famous Victorian incidents while still accepting the same underlying facts. One investigator may consider a balloon explanation highly probable. Another may argue that the evidence remains insufficient. Both positions can coexist without requiring an extraterrestrial conclusion.

The first question is not whether a case was solved or unsolved. The more useful question is whether the available evidence supports a specific explanation better than the alternatives.
